The 5th International Conference for ccTLD Registries and Registrars of CIS, Central and Eastern Europe took place in Budva (Montenegro), September 11-13, 2012. The event organized by the Coordination Center for TLD RU/РФ, was supported by doMEn, the registry for .ME (Montenegro) domain. The President, the Chairman and the members of the FAITID Board took part in the conference as experts and speakers.

Dmitry Burkov, the Chairman of the Foundation's Board, was talking about the key legislative initiatives aimed at combating the spread of illegal content on the Internet. The presentation of the FAITID Board member, Vasily Dolmatov, was dedicated to the OpenFlow technology. Pavel Khramtsov, the Foundation’s Board member, presented an overview of the key forms of cybercrime, associated with the use of DNS. The Foundation’s President, Alexander Panov, spoke about the possibilities for usage of .MOSCOW and .МОСКВА domains as a ground for the unified information space of Russian capital. Applications of the Foundation for Assistance for Internet Technologies and Infrastructure Development for .MOSCOW and .МОСКВА domains are being evaluated by ICANN. Applications include descriptions of the concept of the Sunrise as well as the Landrush registration periods.

Implementation plan for the domains for the city of Moscow was devised at the time of preparation of the applications for .MOSCOW and .МОСКВА TLDs. This plan is based on the multi-step priority registration period (the Sunrise period) aimed at protecting the interests of trademark owners.

It has been decided that in order to protect their interests, a part of .MOSCOW and .МОСКВА domains will be reserved for the state and municipal authorities, state and municipal enterprises and organizations before the registration period of .MOSCOW and .МОСКВА names begins. In particular, those domain names are going to be reserved that are similar to the names of public authorities, as well as second-level domains for further third-level registrations available for a number of institutions in the city of Moscow. For example, it is planned to reserve such domains as .ШКОЛА.МОСКВА and .MUSEUM.MOSCOW for educational institutions and museums of Moscow.

After that two stages of the Sunrise Period will follow. At the first stage all trademark owners will be able to apply for a domain name on first-come, first-serve basis. Also at the first stage the Government of Moscow will be able to provide additional lists with the names it needs for performance of its functions. The registration of these names will be possible only if there are no applications for them from the trademark owners.

After the first stage of the Sunrise Period and after the processing of all applications has been finished, the second stage of the Sunrise will begin. The following categories of the applicants will be able to apply for a domain name at the second stage of the Sunrise Period:

• legal entity trademark owners registered on the territory of Moscow (the domains matching the names of these legal entities will be registered on a priority basis);
• founders of mass media registered on the territory of Moscow (the domains matching the names of mass media organizations will be registered on a priority basis);
• exclusive owners for geographical indications of goods origin of Moscow (the domains matching the names of geographical indications of goods origin will be registered on a priority basis);
• non-profit organizations registered on the territory of Moscow under the procedure established by the legislation of Russian Federation (the domains matching the names of non-profit organizations will be registered on a priority basis);
• higher institutions of Moscow (the domains matching the names of higher institutions will be registered on a priority basis).

If there are two or more applications for the same domain name during each Sunrise stage, such applications will be processed on a first-come, first-served basis.

The Landrush Period, i.e. the period of premium domain registrations for .MOSCOW and .МОСКВА TLDs, starts after the processing of all applications received during the Sunrise. The concept for the Landrush means the gradual reduction of the costs for the domain name registration.

After a short break, the phase of General Availability with a standard registration fee will begin. Importantly, that everyone (individuals and legal entities both residents and non-residents of the Russian Federation) will be eligible to submit applications for the Landrush and General Availability phases.
