October 30 – November 2, 2012, the 3rd Congress for Non-Profit Organizations of Russia took place in Moscow. the Russian Agency for the Information Society Development was the organizer of the event. The Congress was supported by the Civic Chamber of the Russian Federation, the Moscow Government and by the Agency for Strategic Initiatives.

The event was attended by over 900 delegates – heads of major public institutions, representatives of federal and regional authorities of 73 federal subjects of the Russian Federation.

November 1, the first Russian forum called “The Information SOCIETY 2012: Information Technology and E-democracy Tools for the Non-Profit Sector" was held as a part of the Congress.

Such issues as the e-government and parliament formation in Russia, public policy for the information technology and e-democracy development, implementation of the universal electronic card in Russia, "open government" technologies, accessibility to ICT resources for people with special needs, cyber socialisation of the Russian society, implementation of the open source software in the activities of non-profit organizations and preservation of language and national identity by electronic methods were discussed there.

The last topic was covered by Dmitry Burkov, Chairman of the FAITID Board. Today FAITID is involved in the projects for .MOSCOW and .МОСКВА top-level domains‚ implementation, introduction of domains for Russian cultural and linguistic communities, the support and the development of .RU and .SU geographical domains.

The main point of Dmitry Burkov’s presentation was the idea of domain space internationalization (introduction of hybrid and IDN domains) as well as the introduction of geographical, cultural and linguistic top-level domains that will allow different peoples to "discover" their own segments on the Internet, thus preserving the national identity through one of the most advanced technologies of our time.
